Town Discusses Advancements at Animal Shelter

Boasting new enhancement projects at the facility, officials also address abuse allegations.

In response to recent calls for reform at the Hempstead Town Animal Shelter, town officials are reaffirming their commitment to the health, safety and welfare of cats and dogs at the Wantagh facility.

"Indeed we have recently undertaken many initiatives to enhance the quality of care and expand services to animals," said Susan Trenkle-Pokalsky, press secretary for the Town of Hempstead.

Changes have included adding full-time veterinary services, hiring a veterinary technician, expanding the Trap-Neuter-Return Program for feral cats, retaining an animal behaviorist and expanding information on pets available for adoption on the Internet.

Rescue

Completing its third major animal rescue within three months, Hempstead Town Animal Control Officers responded to a call from the Freeport Police Department late Thursday. Hempstead Town shelter employees retrieved 10 dogs - including three Boston Terriers, two young Terrier-mix dogs and five pit bulls - from a Freeport home that are now being cared for at the Beltagh Avenue facility.

Hempstead Town Supervisor Kate Murray said that the town has reached out to renowned animal rescuers at Rescue Ink, who have particular expertise in pit bull rescue.

In January, Animal Control workers were instrumental in the 'house of horrors' case at a Rockville Centre home. In addition to removing nearly 30 deceased animals, officers took 16 malnourished and severely neglected animals to the shelter to be cleaned and cared for.

Just days later, also in Rockville Centre, Animal Control officials removed 17 severely neglected dogs from a home. The animals received medical attention and thorough cleaning and grooming at the shelter.

Adoption

Town officials recently told Patch that all the rescued animals have been adopted in the two aforementioned Rockville Centre abuse cases.

Overall, in a two-week period, for example, roughly 20 percent of the dogs available for adoption were placed in loving homes with the help of the shelter's new rescue liaison and adoption coordinator.

TNR Program

The shelter is now trapping feral cats from colonies and spaying and neutering them. Males are kept for observation for 24 hours and females for 36 hours after altering.

"In March alone, we altered approximately 90 cats," added Pokalsky. "We also administer the rabies 4-in-1 vaccine to these feral cats and treat them for fleas."

Facility Improvements

The town is also in the midst of several enhancement projects at the shelter itself, including adding air conditioning.

"Engineers have taken measurements and are consulting with green energy experts and we anticipate the project going out to bid in early May," said Pokalsky of the time-frame.

Another large undertaking is the development of walking trails around the shelter.

While the preliminary plans have been completed by an engineering consultant, the town must submit an application to the New York State Department of Environmental Conservation because the shelter is surrounded by wetlands.

Addressing Allegations of Abuse

"In response to those who have made allegations of animal abuse at our shelter, we point out the following facts: the county’s Society for the Prevention of Cruelty to Animals recently told Newsday its investigation of the shelter found nothing that could be brought to the attention of the District Attorney," said Pokalsky. "A December report from New York State Department of Agriculture and Markets gave Hempstead’s shelter its top marks and indicated no deficiencies."

Additionally, the town has launched a nationwide search for a new shelter director after the former Acting Director Pat Horan was seen on a YouTube video where shelter workers were depicted mishandling a cat and saying "kill the kitty." Horan has since been reassigned to the town's Department of General Services.

The town has also been on top of responding to charges made by the Hope for Hempstead Shelter group, who have staged two protests and a candlelight vigil demanding changes at the shelter.

They still don't allow volunteers in, they are hiding something and they don't allow DND, do not destroy, some of the animals only hope. They don't take phone calls just email and snail mail. i emailed about an animal March16th and have still not gotten an answer. they are killing our animals. instead of blocking the volunteers, they should let them in to save some of these poor homeless pets. they are hiding something and Kate Murray is a liar. Pat Horan should loose her job after the kill the kitty video. she is taunting an animal, hearlthy kitten that she is going to kill. nice. and with a 7 million dollar budget to boot. nice work if you can get it and stomach it. liars.

Exactly Laurie! Volunteers are NOT permitted in this town shelter and the banned rescuers, who moved over a thousand animals a year are still not allowed to step foot in the shelter. Animals are stuck in their cages day after day with no socialization at all. Yes -there is an outdoor kennel but is moving a dog from one cage to another a form of exercise? Not in my book. Rescue Ink is a joke. They haven't gone into that shelter to pull any pits in the last ten years but now they'll step up cause the cameras are rolling. It's obvious why adoptions have risen, not due to the rescue liason and adoption coordinator who have no contacts within the rescue community but rather for good people running to this shelter to get the animals the hell out of there. It's about time, they look into air conditioning in the kennels, it was only promised years ago by Kate Murray. Walking trails around the shelter sound heavenly but if there are no volunteers to walk the dogs, what good are the walking trails...we sure know that the employees won't be walking the dogs, they can't even keep the kennels clean enough so that dogs don't have to sit and walk in their own feces. To Jamie Sumersille -I urge you to attend tomorrows town board meeting at 10:30 am. You will quickly see the game that the town of Hempstead is playing, while animals lives hang in the balance. How they could boast about "improvements" is absurd and disgusting. When it comes to that shelter there is nothing to brag about.

True, animal lovers are usually nut cases (like these two). But I haven't seen anything bad posted by them.

Yup, the inmates are running the asylum. Sounds like you've been in a cage far too long, too. You're right about one thing, Laurie and Danica are RIGHT, as usual.

I agree with Dee M. That shelter is a crazy house ! I have been there many times and when Pat Horan would walk in the room and take a cat out of there cage they would hiss at her sometimes. There is no reason not to let those volunteers back into that place!! Those animals have no hope without them. Those volunteers have been those animals angels.

Wow - this article is almost funny if it weren't for the fact animals are dying! Not ONE "fact" that the Town Officials stated is TRUE and shame on the Patch for printing anything they are told without checking out the facts!!

I am not a nut case. No name calling, guess you can't read. What a shame. Did you see the video kill the kitty? Maybe you should get involved and get the facts before you name call. If not wanting campanion animals abused by overpaid "employees" then I am a nut case. Get the facts, get involved and no I didn't post anything bad, but I am angry and frustrated. These volunteers rights are being taken away. They saved lives. I hope they sue the snot out of them.

Thank you DanTe. Please read about what is going on. I am hardly a nut job. I do have pets and love them, but when I became involved I couldn't believe my eyes! They have a 7 million dollar budget and can't even answer the phone! So they have the public email and snail mail. I inquired about a cat March 15th and I'm still waiting for an answer. That is not acceptable. This was an older cat too. Harder to place but they don't care about the animals. They would just as soon kill them then have to work and answer phones or emails. Please read a little and look at the website, hope for hempstead shelter. Thanks!

The Town replaced the phone with an email system after a campaign by malcontents created over 400 harassing and obscene calls to them daily. Unfortunately some of the people on this crusade are doing more harm than good. Maybe it's time they look in the mirror.

That is an excuse. Please Eddie, know the facts. Read some of the things they are doing. they are wasting our money and abusing animals. Then, instead of firing the likes of Pat Horan, they simply transfer her. big deal. The dogs have burns on their feet, animals are being neutered then killed. The volunteers can't come in and do their jobs. That is unconstitutional, they are seeing too much. The shelter is hiding the abuse and Kate Murray won't answer any questions. She hides behind, it's under investigation while the animals are being killed. This has been going on since Oct 2010. It's time to let the volunteers back in and stop the nonsense. answer the phones, you are getting paid good money and help these animals get homes. that is what it is all about. finding homes. go on the website and educate yourself. http://www.hopeforhempsteadshelter.com/

I think Town of Hempstead Supervisor Kate Murray and the Hope For Hemsptead Shelter should have an open to the media, no editing allowed, walk about in the shelter. The volunteers who were asked to leave can explain there side, and Kate can can explain her side. The public has a right to know the truth. The Town of Hempstead has NO credibility but who are these other folks??? Time for the Patch to step it up and investigate.

It's surprising that some feel government is some sort of a democracy where the loudest majority can just get its way. It's a republic, where people are elected to do a job. The shelter is no exception. Those elected are doing the job they have been elected to do in the manner that they and the State see fit. No credibility? They must have credibility with the majority which elected them. Don't like the job they are doing? Vote them out. But don't expect them to let you dictate their jobs to them.

It seems that all of a sudden stories appear about "improvements" being made at the animal shelter. Having watched how the TOH government operates for years, it is obvious that many of these stories are just damage control and spin. I do resent the fact that my tax dollars are being spent to support a program at the shelter that benefits the friends and benefactors of the Town leaders, rather than the animals in their care. As for the "nut job" comments, I see these people as passionate about their cause, and i hope that they keep up the pressure. This will benefit the animals and the taxpayers.

Kate Murray is definitely trying to hide something. I wrote to the DA's office and I received and still have an email from Kathleen Rice's office that says her office DID NOT BAN the rescue volunteeers. Now they don't accept phone calls. Should we begin using carrier pigeons??? My heart goes out to all the poor animals who don't have a chance.

Wow, they are making improvements and you even have bad things to say about that? I guess nothing short of a committee made up entirely by volunteers with no qualifications to run the place and dictate the hiring and firing of staff would make you people happy.

Township of Hempstead Animal Shelter Abuse of Animals!
Where is the ASPCA during all of this? Please ASPCA save these animals from further abuse. You should have the authority to go in and inspect the premises! Concerned in NJ!

@ Clem....hmmm what "improvements" have actually been made? Just because Kate and the town say they have made improvements doesn't mean that they have ACTUALLY made improvements.Do the dogs have toys,bedding,bones?No ! On a recent visist a bunch of kennels had empty water bowls..this while the majority of staff was behind the desk chatting..(But seems like you work there and ALREADY know that,the way you are so defensive of the shelter!)
Are the animals still spinning in their cages due to boredom and lack of socialization? YES! So this so called behaviorist ,who works 4 hours per week for $2500 per month is not doing much except filling her wallet with our tax dollars.And what about the bleach that they claim they don't clean the kennels with that you choke on when you enter..what about the piles of feces that the animals are laying in when the shelter thinks the spotlight is off of them? And btw any volunteer has MORE qualifications to work there and be on that board than the acting shelter director ,Sue jacobs-AKA -the town attorney who according to her directly ,her qualifications are that she has a business degree and has been involved in running many businesses-or something to that affect when she was asked recently.Businesses and living animals are 2 separate issues!

@Clem, please watch the video on facebook, hope for hempstead shelter. The kill the kitty video. We can see the Debbie in the video very clearly. They are doing nothing. Things are so bad now, worse than before. The volunteers were finding homes for animals and now they are just being killed at random. Please get involved. Its not fair, our tax dollars being wasted and the animals are killed, murdered. Its beyond disgusting. I am so sad about this.
